Chris reviewed oversight and provider auditing processes, complaint systems for clients (https://medicaidcomplaints.dhw.idaho.gov/ – monitored daily by BLTC), and ongoing efforts to reorganize staff, reduce caseloads, and encourage provider cooperation. o BAC members discussed improving support for direct care workers and access to care, especially for children and rural areas. Suggestions included adding child-focused training, creating partnerships with Idaho colleges to build career tracks, and enhancing agency networks for better coordination. A copy of the BLTC contact list is provided, as requested. Casey Suter • BAC 101 Primer/Application Coversheet – BAC Member Comment/Review o Members discussed finalizing the BAC 101 primer and application process. A minor edit to the language was added to denote family members/caregivers representing minors could apply but minors themselves are ineligible to serve on the BAC. o Casey presented plans for the new BAC webpage that will house the application, bylaws, and other BAC materials. o BAC members supported moving the draft application forward for posting. Casey Suter • Medicaid Member Demographics Dashboard o Casey presented a concept member demographic dashboard to support the BAC’s recruitment and selection strategy, as required by CFR. o The dashboard is draft and intended to represent a concept for how the data could be organized so the BAC members can make decisions about BAC representation as applications are submitted. Casey and team will finalize. o BAC members will use the data to guide BAC recruitment to ensure representation of Medicaid beneficiaries on the BAC. o BAC members approved publication of the Recruitment & Selection Strategy. Casey Suter • Draft BAC Bylaws – Final edits from July 2025 BAC meeting NEXT MEETING Date: Wednesday – January 21, 2025 Time: 12:00 – 2:00 PM Location: Hybrid o BAC members reviewed updates requested at the July 2025 about quorum requirements and allowing the Medicaid Director to make emergency appointments, if needed. The bylaws also included language on the Medicaid staff (e.g., Casey) facilitating meetings until membership is of sufficient size to warrant votes on a chair and vice chair. o Casey emphasized that the signed bylaws must be posted online per CFR and asked members to review the draft within a week or two and share final concerns before final review. Casey Suter • BAC SharePoint Updates/Discussion o Casey reviewed the BAC SharePoint. BAC members had no concerns and appreciated the layout. Meeting Adjourned
