Quorum established. (15 of 17 members present).
Bill Spencer made a motion to approve the minutes for April 8, 2025. Dr. Kelly McGrath spoke in support of the motion.
Motion passed.
Dr. Kelly McGrath made a motion to approve the May 13, 2025 agenda. Jeremy Schabot spoke in support of the motion. Motion
passed.
Closed Meeting Eric Day made a motion to go into the Executive Session. Dr. Henry Thompson spoke in support of the motion. Motion passed.
Idaho Statute Title 74 Chapter “(d) To consider records that are exempt from disclosure as provided in chapter 1, title 74, Idaho Code;”.
During the Executive Session, the TSE Council members discussed pending TSE applications and interviewed an applicant to
become a TSE Site Surveyor.
Dr. Kelly McGrath made a motion to exit the Executive Session. Jeremy Schabot spoke in support of the motion. Motion passed.

Vote The TSE Council unanimously approved the following during Executive Session:
• St. Luke’s Magic Valley Regional Medical Center – STEMI Level I (renewal)
• Portneuf Medical Center – Stroke Level II+ (new)
o Dr. Curtis Sandy and Greg Vickers abstain their votes.
• St. Luke’s Children’s – Pediatric Trauma Level II (renewal)
o Dr. Henry Thompson abstains his vote.
• Eastern Idaho Regional Medical Center – Trauma Level II (renewal)
o Eric Day abstains his vote.
• Amanda Pringle, RN – a Trauma Program Manager from Kootenai Health as a TSE Trauma site surveyor
o Kate Oliver abstains her vote.
Regional Reports North Region – Kate Oliver
Kate Oliver shared at the last regional meeting, the committee discussed adopting the modified Brain Injury Guidelines and will
be reviewing the CARES data. The region continues to offer education classes on hands-off CPR.
North-Central Region – Jason Taylor
Jason Taylor shared the next regional committee meeting is Tuesday, May 20th.
Southwest Region – Dr. Parker Fillmore
Dr. Parker Fillmore shared at the last regional meeting, the committee reviewed and revised their bylaws and are developing
subcommittee goals. The next regional meeting will be Thursday, June 19th.
South-Central Region – Fran Jamison
Fran Jamison shared the next regional meeting will be Wednesday, May 14th, and the committee will host a TSE Brown Bag
Education series for EMS and hospital providers on STEMI Care Management: From First Medical Response to the ED.
Southeast Region – Dr. Curtis Sandy
Dr. Curtis Sandy shared the next regional committee meeting is Wednesday, May 21st.
East Region – Eric Day
Eric Day shared the next regional committee meeting is Thursday, May 15th, and the committee will discuss regionalizing a Mass
Casualty Incident (MCI) plan.
TSE System Melissa Ball shared the annual facility report cards that includes trauma, stroke, and STEMI data were distributed to facilities in
late April. The 2025 Statewide Report card will be presented at the June TSE Council Meeting and TSE Regional Committee
meetings. The transition into the Idaho Military Division (IMD), effective on July 1st, will cause budget limitations for Fiscal

Year 2026. Lastly, the TSE Public Education Packet will be available soon for healthcare providers to distribute information at
community outreach events.
EMSC Program Stacy Connolly shared at the April EMSC Advisory Committee meeting, they approved Idaho Falls Community Hospital as a
Pediatric Expert Ready, Bear Lake Memorial as a Pediatric Capable Ready, and Kootenai Health as a Pediatric Expert Ready.
The committee created criteria for the Prehospital Readiness Recognition Program and will roll out the new program on
January 1, 2026. As well, the committee created templates for the Hospital Readiness Recognition Program.
Idaho TSE Brain
Injury Guidelines
Dr. Parker Fillmore presented the drafted Idaho TSE Brain Injury Guidelines that considers clarifying language on traumatic
subarachnoid hemorrhage. The next steps are to gain feedback from the TSE Regional Committees and present the final version
at the June TSE Council Meeting.
TSE Designation
Fees
Melissa Ball presented possible solutions to improve the Idaho TSE System’s sustainability efforts. The TSE Council will discuss
more in-depth at the June TSE Council Meeting.

Next meeting will be a virtual meeting on June 10, 2025, beginning at 9am. Information on how to join the WebEx meeting is
available on the TSE website.
